RISK ALLOCATION IN EMERGING MARKET INFRASTRUCTURE PROJECTS: HARMONIZING PUBLIC-PRIVATE PARTNERSHIP REFORMS WITH INTERNATIONAL BEST PRACTICES IN CENTRAL ASIAN ECONOMIES

Abstract

Infrastructure projects in emerging markets, particularly in Central Asian economies, face unique risks that necessitate effective allocation strategies within Public-Private Partnerships (PPPs). This article explores the harmonization of PPP reforms with international best practices, focusing on risk identification, allocation, and mitigation in countries like Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan. Through a systematic literature review, key findings reveal predominant risks such as political interference, economic fluctuations, and regulatory changes, with allocation favoring the party best able to manage them. Reforms emphasize transparent frameworks, institutional capacity building, and donor support. The discussion highlights implications for sustainable development, underscoring the need for tailored strategies to enhance resilience and attract investment.
